Well, Scully doesn't have to mean it. She could just have Jacob in tow for business reasons (witness protection, not wanting to take her eye off a suspect) and have some family gathering sprung on her that she unavoidably needs to drag him along to. I'm sure that Jacob would play up to it nicely.
Because, despite the fact that Mulder thinks it's All About Him, I'm pretty sure that Bill Scully Jr. gets all territorial about any men sniffing around his sister, whether there are any pretensions to romance or not. And while you wouldn't want a brother like that yourself, it's such fun to watch.
