I submit my HP stuff to Fiction Alley http://www.fictionalley.org It ranges from the excellent to the horrendous. I haven't found a good generalized archive other than that, though, and I agree with you on ff.net (shudder). I also submit to the Sugar Quill, but they're very specific on 'ships (Hermione/Ron, Harry/Ginny). Luckily I've only written HP genfic up to now.
List-wise, the only two HP ones I belong to are disrepair-HP Darkfic and Twinkledru J.'s HP Improv.
